[83324] A pioneer in national public broadcasting and recognized as having established and developed Alabama's public broadcasting network, the first in the nation, died in Birmingham Monday, November 11, at age 94.
Hurlbert had been a prominent Alabama educator, and former President of the Alabama Education Association, when he was appointed in 1953 by Governor Gordon Persons to spearhead the establishment of public education through the use of the still new industry, television. He served as the first President of the newly appointed Alabama Educational Television Commission. In 1955 he was appointed as its first first full-time State Manager.
During the next two decades, and serving under six governors, Ray was responsible for securing FCC allocation, legislative funding, and for the nine state public broadcasting stations. He developed seven programming centers throughout the state and linked all stations in the first and largest educational television network in the nation. Under his direction, Alabama's network became the prototype, drawing visitors from throughout the U.S. and international locations to observe the Alabama Network in operation.
His frequent testimony before Congress was a major factor in the passage of the Public Broadcasting Act of 1967. In recognition of his contribution, he received commendation from President Lyndon Johnson, and a pen the President had used to sign the bill into law.
Hurlbert was a prominent leader in national public broadcasting and served as President of the National Association for Educational Television, and Chairman of the Television Board of National Association for Educational Broadcasters.
He was affectionately known as "Mr. Rotary" throughout the 24 clubs he was responsible for establishing in Alabama as Rotary Extensions Chairman. He served as Governor of Rotary District 686, President of the Ensley and Shades Valley Rotary Clubs, Board of Directors of the Birmingham Botanical Society. He was a member of the Newcomen Society, the Sons of the Revolution, and was 8 terms' Governor of the Society of Mayflower Descendants in Alabama. He was a Rotary Paul Harris Fellow. Recently the Hoover-Riverchase Rotary Club honored him by an academic scholarship program "The Ray Hurlbert Scholarship."
He was a charter member of the Alabama Battleship Commission, and member of its Executive Committee responsible for purchase, and the conversion of the battleship, The USS Alabama, to a major tourist attraction of the state. He was President of the Birmingham Area Boy Scout Council, and was Chairman of the successful Committee for Alabama State Constitutional Amendment to make English the official language of Alabama.
He was active in church affairs, serving as Deacon in the Westlawn and Southside Baptist Churches, and as Chairman of Board of Deacons and Trustee of Vestavia Hills Baptist Church.
Prior to establishment of Public Broadcasting in Alabama, Mr Hurlbert had been President of the Alabama Education Association, President of the Alabama Elementary Principals' Association, President of the Birmingham Teachers Association. He had begun his career as a Woodlawn High School Biology teacher in 1924.
Mr Hurlbert received hi BS and MA from Birmingham Southern College, were he was a member of Alpha Tau Omega, Omicron Delta Kappa, and Kappa Phi Kappa.
He has been listed in Who's Who in the South and Southeast and in the Dictionary of national Biography.

In 1775 his father gave him 4 acres of land in Hartford, on the east side of the river 'where he then dwelt'. March 5, 1778, with his brothers Joseph and Samuel he bought of their father 25 acres (formerly belonging to Henry Brown) east of East Hartford Meeting House, for L19. He joined the church 13 Nov 1763 He is believed to have moved to Ohio, Waterford perhaps. (Hurlbut Gen)
